The National Assembly of Nigeria is entering a crucial stage in its constitution review process. Preparations are underway for a nationwide public hearing scheduled for 22 September 2025, aimed at discussing proposed amendments across various sectors of governance. This follows zonal hearings held in July 2025 by the Senate and House of Representatives committees, which engaged stakeholders from all six geopolitical zones.
At the zonal hearings, diverse groups such as the Nigerian Governors’ Forum, women’s organizations, traditional rulers, security officials, professional associations, and civil society members shared their perspectives. The constitutional bills, organized into thirteen thematic areas, reflect public input and address urgent governance challenges.
Key issues include electoral reforms like single-day general elections, independent candidacy, and the creation of new oversight bodies, including an Electoral Offences Commission and a Political Parties Regulatory Commission. Judiciary reforms propose local government election tribunals, increased independence, and measures to reduce delays. Security reforms, including proposals for state policing, have received significant attention, reflecting Nigeria’s ongoing security challenges.
Inclusive governance measures are also highlighted, particularly the Special Seats Bill proposing reserved legislative seats for women. Other areas under review include fiscal transparency, human rights protections, power devolution, recognition of traditional institutions, and potential creation of new states or local government areas.
After the national public hearing, the committees will compile their reports for submission to both chambers. Votes on the alteration bills are expected by November, followed by state assembly approvals in December, and presidential assent in January. This structured approach could make it one of Nigeria’s fastest and most organized constitutional review exercises since 1999.
